How to transform a photo into a series of interweaving strips. For this effect, we begin by defining a custom grid size. Vertical and horizontal strips are created by making multiple selections with the rectangular marquee tool. A custom selection is made and an outer glow layer style is applied to each of the two layers and finally a clipping mask is applied to complete the effect.

With black as the background color, I pressed CTRL+Backspace. That fills the entire layer with the background color (black). To fill in with the foreground color (in that case, white), press ATL+Backpace.
